Sustainable Production and Consumption
|
|
One of the challenges facing us today is the need to introduce a more life-cycle oriented approach to addressing our production and consumption patterns. Such an approach stimulates recycling and reuse of products, and reduces waste materials and energy use during production and consumption. |
Increasing prosperity across the world, has allowed many people to enjoy the benefits of goods and services that were once available to just a few. Nevertheless, the environmental impacts from our consumption and production patterns remain severe, and inefficient use of resources is a drag on the economy as a whole, and consumers in particular.
At the 2002 World Summit on Sustainable Development in Johannesburg, national governments committed themselves to "encourage and promote the development of a ten year framework of programmes to accelerate the shift towards sustainable consumption and production".
Sustainable Consumption and Production (SCP) is about achieving economic growth whilst respecting environmental limits, finding ways to minimise damage to the natural world and making use of the earth's resources in a sustainable way. It is therefore not a challenge restricted to just a few countries or areas of the world, but one that must engage the whole global community.
Meeting these challenges requires a range of measures, including, for example:
- Better products and services, which reduce the environmental impacts from the use of energy, resources, or hazardous substances
- Cleaner, more efficient production processes, which strengthen competitiveness, and
- Shifts in consumption towards goods and services with lower impacts.

10-Year Framework on SCP and the Marrakech Process

Changing consumption and production patterns is one of the overarching objectives of and essential requirements for sustainable development, as recognized by the Heads of State and Governments in the Johannesburg Declaration.
The Johannesburg Plan of Implementation calls in Chapter III for the development of "a 10-year framework of programmes in support of regional and national initiatives to accelerate the shift towards sustainable consumption and production." The framework should strengthen international cooperation and increase exchange of information and best practices to facilitate the implementation of national and regional programmes to promote sustainable consumption and production.
The "Marrakech Process" was launched at the first international expert meeting on the 10-year framework held in Marrakech, Morocco, 16-19 June 2003, organized by UN-DESA and UNEP. The Marrakech Process includes regular global and regional meetings, informal expert task forces and other activities to promote progress on the 10-year framework on sustainable consumption and production. UNEP and DESA's Division for Sustainable Development, have been identified as the leading agencies in promoting and developing the 10-year Framework of Programmes at the global and regional level.
The framework and the Marrakech process in general, calls for the following actions:
- Identify specific activities tools, policies, measures and monitoring and assessment mechanisms, including, where appropriate, life-cycle analysis and national indicators.
- Adopt and implement policies and measures aimed at promoting SCP patterns, applying, inter alia, the polluter-pays principle.
- Develop production and consumption policies to improve products and services.
- Develop awareness- raising programmes on the importance of sustainable consumption and production patterns, particularly among youth and relevant segments in all countries, through inter alia, education, public and consumer information, advertising and other media.
- Develop and adopt consumer information tools to provide the information related to SCP.
- Increase eco-efficiency, with financial support from all sources, where mutually agreed, for capacity-building and technology transfer.
| Life Cycle Thinking as a Solution |

The Life Cycle Initiative is a response to the call from governments for a life cycle economy in the Malmo Declaration (2000). It contributes to the 10-year framework of programmes to promote sustainable consumption and production patterns, as requested at the World Summit on Sustainable Development (WSSD) in Johannesburg (2002).
The WSSD plan of implementation states : "We must develop production and consumption policies to improve the products and services provided, while reducing environmental and health impacts, using, where appropriate, science-based approaches, such as life cycle analysis"
The concept of lifecycle thinking integrates existing consumption and production strategies, preventing a piece-meal approach. Life cycle approaches avoid problem shifting from one life-cycle stage to another, from one geographic area to another and from one environmental medium to another. Human needs should be met by providing functions of products and services, such as food, shelter and mobility, through optimized consumption and production systems that are contained within the capacity of the ecosystem.
- Life Cycle Management (LCM) has been developed as an integrated concept for managing the total life cycle of products and services towards more sustainable consumption and production patterns.
- Life Cycle Assessment (LCA) is an analytical tool for the systematic evaluation of the environmental aspects of a product or service system through all stages of its life cycle.

May international and national organizations are promoting design for sustainability, product service systems and eco-labelling as options for implementing more sustainable consumption and production patterns.
The growing attention to issues of design is a natural outcome of decades of work on cleaner production and eco-efficient industrial systems. It represents the next step in a progressive widening of the horizons of pollution prevention; a widening which has gone from a focus on production processes (cleaner production), to products (ecodesign), then to product-systems (incorporating transport logistics, end-of life collection and component reuse or materials recycling) and to sustainable innovation (design for sustainability).
Eco-labelling represents a voluntary, participatory, market-based and transparent economic instrument that enables consumers to make informed purchasing choices based on products' environmental impacts.

Eco-Products are designed according to the eco-design concepts and principles to have environmentally friendly features. Life-cycle concepts and engineering play a very important role during the development phase of eco-products. Eco-products are made from improved raw materials including recycled or biomass materials. In addition, during the production process, minimal energy and water resources are used with less waste and fewer pollutants. In the consumption phase, the use of eco-products can lead to energy and water savings, minimal emissions, and reducing waste and subsequent need for waste treatment. Eco-products are also designed to ensure the ability to recycle and recover materials and components. Eco-products are made from improved raw materials, use less energy and water resources, and produce less waste and emissions. When reused, recycled, or disposed of, eco-products reduce the amount of waste, including hazardous pollutants released to the environment.

In order to facilitate and enhance decision-making and policy/strategy development on sustainable and eco products and services, GDRC developed a 'database-of-databases' to provide a ready reference on existing information available via the internet.
The database contains information on the author or organization maintaining the database, a brief description, its technical and geographical coverage, number and type of entries and the web address through which the database can be accessed.
A total of 25 databases have been presented . The broad range of databases cover a number of aspects of eco products and services, including their manufacturing, design, use and maintenance. Information on other similar databases are also included in the list.
