The SUGGESTED indicators are IN TWO PARTS
1. Good Governance Report Card that can help
assess the general perceptions of the main stakeholders about city
governance. It contains 50 qualitative indicators selected basically to
promote a quick impressionistic assessment of the performance of
municipal administrative system and processes in each city. Having
filled the report card and given a first-count rating to governance, the
stakeholders might wish to study the performance in detail with
statistical support and quantitative analyses.
(This report card also comes in the form of
user-friendly issue-based Report Cards for each of the critical issues
of municipal action, e.g. Water and Sanitation, Waste Disposal, Health
Services, Poverty. The standard report card is for general and
comprehensive assessment purposes assessment and is comprehensive. The
issue-based report cards permits user freedom to select and/or develop
their own indicators.)
2. The advanced set of extended indicators go
beyond perceptive, therefore subjective assessment. It is a
comprehensive set containing 100 objective indicators.
They are designed to help analyse the city performance in
specific priority action areas such as employment, health, education,
water & sanitation, sewerage, roads & safety etc. Local
governments that are keen on making a detailed assessment of their
governance in these areas can use this set of indicators to obtain a
more detailed quantitative analysis of outputs, outcomes and impact.
