It looks at the role of different stakeholdersand the variety of decisions to be taken at different levels of governance. It highlights the central position of the Sustainable Development Goals (SDGs) in the extrapolation and intrapolation processes.

It proposes a matrix where different actions such as laws, legislation, rules and regulations (i.e. governance), awareness-raising and capacity building (i.e. education), and tevhnology, techniques and tech-skills (i.e. technology) will need to be implemented by governments, private sector companies, and civil society entities, at the global national and local levels.
